
US, UK, and EU will soon sign the world’s first legally binding AI pact, taking a major step in AI governance. Fifty-seven nations developed this agreement, which focuses on how AI impacts human rights. Council of Europe, a human rights organization, announced that nations can sign AI pact on Thursday, according to Reuters.
Countries adopted AI Convention in May after years of negotiation. Agreement aims to promote responsible AI innovation while ensuring technology respects basic human rights. As AI becomes more widespread, this convention seeks to balance progress with ethical considerations.
Britain’s justice minister, Shabana Mahmood, praised the convention. She stated that it ensures AI can be harnessed without compromising fundamental values like human rights and rule of law. Mahmood’s remarks reflect the importance of regulating AI to protect society.
European Union’s AI Act, which went into effect last month, regulates AI development within EU market. However, AI Convention focuses on safeguarding human rights for everyone affected by AI systems worldwide, not just within EU.

Founded in 1949, Council of Europe includes 47 member states, with all 27 EU members part of organization. Separate from European Union, Council’s mission is to uphold human rights, and this AI Convention aligns with that goal.
Despite Significance, Critics Raised Concerns
Despite the significance of this convention, critics have raised concerns. Legal expert Francesca Fanucci from European Center for Not-for-Profit Law Stichting criticized the agreement, calling it vague and difficult to enforce. Fanucci highlighted unequal scrutiny of private enterprises compared to state-run AI systems and exemptions for AI used in national security.
Nevertheless, UK government committed to working with regulators, local councils, and devolved governments to ensure proper implementation of these new AI standards. This collaboration will help ensure that AI Convention achieves its goal of protecting human rights while fostering responsible AI development.
